Franklin Johnson Foil (born October 31, 1964) is a Republican member of the Louisiana House of Representatives from District 70, which includes a portion of Baton Rouge. In 2008, he succeeded term-limited Republican Representative Carl Crane, the former chairman of the House Education Committee.
